Offset Program for U.S. Assembled Autos

If you are an automobile manufacturer assembling vehicles in the United States, you can apply for an import adjustment offset amount to reduce certain tariff liability under Proclamation 10908. Commerce established an application, documentation, and certification process to review eligibility and claims; manufacturers must submit documentation for each defined period (for example, April 3, 2025 through April 30, 2026, and May 1, 2026 through April 30, 2027).

Tariffs and Offsets for Heavy Vehicles

A 25 percent tariff applies to covered medium- and heavy-duty vehicles and their parts, and a 10 percent tariff applies to buses and certain related vehicles, effective November 1, 2025. The rule also creates an import adjustment offset program allowing manufacturers that assemble qualifying vehicles in the United States to offset certain tariff liabilities based on a percentage of the value of domestically produced vehicles assembled between 2025 and 2030.

If you are a business responding to Commerce's information collection, the agency estimates 80 respondents, 48 hours per response, 4,000 total annual burden hours, and $120,760 total annual cost to the public. Comments on this information collection are due on or before January 26, 2026 and submissions are voluntary.

Quarterly Parts Inclusion Submission Windows

If you are a domestic producer of automobile or automobile parts, or an industry association, you may submit parts inclusion requests during two-week windows that Commerce will open four times each year at the start of January, April, July, and October.
