Territory FMAP Statutory Rates Noted

The notice records statutory FMAP levels for U.S. territories: American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands have a permanent FMAP of 83.00 percent, and Puerto Rico’s FMAP is set at 76.00 percent through September 30, 2027. FY2027 FMAP and eFMAP Published

The Department of Health and Human Services published the Federal Medical Assistance Percentages (FMAP) and enhanced FMAP (eFMAP) that will apply from October 1, 2026 through September 30, 2027. These percentages (listed in Table 1) will be used to determine the Federal matching share for Medicaid and related programs and the eFMAP for the Children’s Health Insurance Program (CHIP); examples include Alabama FMAP 72.55 and eFMAP 80.79, California FMAP 50.00 and eFMAP 65.00, and Puerto Rico FMAP 76.00 and eFMAP 83.20.

No Disaster or Pension FMAP Adjustments

HHS states that no state qualifies for disaster-recovery FMAP adjustments and no state qualifies for disproportionate employer pension or insurance fund FMAP adjustments for the October 1, 2026–September 30, 2027 period. Territories are not eligible for those adjustments.
