New Federal AI Science Platform Access
The Department of Energy will build the American Science and Security Platform to provide high-performance computing, AI models, and secure access to proprietary, federally curated, and open scientific datasets. The Secretary must identify computing, storage, and networking resources within 90 days of November 24, 2025, and identify initial data and model assets within 120 days.
Fellowships, Internships, Apprenticeships at DOE Labs
The order directs creation of competitive fellowships, internships, and apprenticeships focused on applying AI to the Mission's science challenges, including placement of participants at DOE national laboratories. These programs will be established consistent with existing statutes and subject to available appropriations.
Funding Opportunities and Prize Competitions
Participating agencies, coordinated through the NSTC, may launch coordinated funding opportunities or prize competitions to incentivize private-sector participation in AI-driven scientific research, subject to applicable law and available appropriations.
Clear IP and Commercialization Policies
The Secretary will establish clear policies for ownership, licensing, trade-secret protections, and commercialization of intellectual property developed under the Mission, including innovations from AI-directed experiments.
Data-Access, Cybersecurity, and Vetting Rules
The Mission will require uniform and stringent data access, data-management, and cybersecurity processes for non-Federal collaborators, and will establish procedures for vetting and authorizing users who seek access to Platform resources and datasets.
