One-year export ban renewed for S7 Airlines
The Department of Commerce renewed a Temporary Denial Order against Siberian Airlines (d/b/a S7 Airlines) that is effective immediately (published December 8, 2025) and will remain in effect for one year. While the order is in force, Siberian may not participate in any transaction involving any commodity, software, or technology exported or to be exported from the United States that is subject to the Export Administration Regulations (EAR), except for activities directly related to safety of flight and authorized by BIS under Section 764.3(a)(2).
U.S. persons barred from exporting to S7
The order bars any person from exporting, reexporting, or transferring (in-country) to or on behalf of Siberian any item subject to the EAR, unless directly related to safety of flight and authorized by BIS under Section 764.3(a)(2). It also prohibits actions that would facilitate Siberian’s acquisition, financing, servicing, or receipt of EAR-controlled items during the one-year effective period starting December 8, 2025.
Related entities can be added to the ban
The Order states that, after notice and an opportunity for comment, any person, firm, corporation, or business organization related to Siberian by ownership, control, affiliation, or other connection in trade may also be made subject to the provisions of this Order.
