Nordwind Airlines from Russia is still banned from exporting goods because they’ve repeatedly broken export rules. Nordwind barred from U.S. export transactions
Nordwind Airlines is prohibited from participating in any transaction involving commodities, software, or technology subject to the Export Administration Regulations (EAR). The Order is effective immediately (filed December 8, 2025) and remains in effect for one year (through December 8, 2026); Nordwind may not apply for or use export licenses except those directly related to safety of flight and authorized by BIS.
U.S. exporters barred from sending EAR items to Nordwind
No person may export, reexport, or transfer (in-country) to or on behalf of Nordwind any item subject to the EAR, except items directly related to safety of flight and authorized by BIS under Section 764.3(a)(2). This restriction is effective immediately (filed December 8, 2025) for one year (through December 8, 2026).
Ban on servicing, financing, and facilitating Nordwind items
Persons may not facilitate Nordwind's acquisition of EAR items, finance such transactions, or service items owned or controlled by Nordwind (including installation, maintenance, repair, modification, or testing), except when directly related to safety of flight and authorized by BIS. The prohibition is effective immediately (filed December 8, 2025) and lasts one year (through December 8, 2026).
