Lowered emission limits for local mill
If you live near the GP Big Island pulp and paper mill in Bedford County, Virginia, the proposed rule would lower the mill's permitted emissions. Annual limits would drop from PM10 103.9 TPY to 88.9 TPY, SO2 374 TPY to 104.7 TPY, and NOX 610.1 TPY to 529.9 TPY; hourly limits would drop from PM10 23.7 lbs/hr to 20.3 lbs/hr, SO2 485.1 lbs/hr to 23.9 lbs/hr, and NOX 139.3 lbs/hr to 121.0 lbs/hr. The EPA says no emissions increases are anticipated and is proposing to include the facility's December 12, 2022 amended BART permit in Virginia's SIP.
No significant small-entity economic impact
The EPA certified that this proposed SIP approval "is certified as not having a significant economic impact on a substantial number of small entities" under the Regulatory Flexibility Act. That means small businesses are not expected to face significant new costs from this action as proposed.
