Estimated Paperwork Hours for Reporters
The notice gives estimated average burdens: 49 hours per respondent for end-investors and custodians filing Schedule 3, 146 hours per respondent for large end-investors filing Schedule 2, and 546 hours per respondent for large custodians filing Schedule 2. Comments on these burden estimates may be submitted to Treasury and OMB.
Selected U.S. Persons Must File SHCA Form
If you are a United States person selected for the reporting panel, you must complete the SHCA (2025) report for your ownership of foreign securities as of December 31, 2025 and submit it to the Federal Reserve Bank of New York by March 6, 2026. Entities required to report will be contacted individually by the Federal Reserve Bank of New York; entities not contacted have no reporting responsibilities. Completed reports can be submitted electronically or by email using the addresses on the Treasury/FRBNY website.
What Holdings You Must Report
The survey asks selected U.S. residents to report U.S. holdings of foreign equities, long-term debt securities, and short-term debt securities (including selected money market instruments) as of December 31, 2025. The SHCA (2025) form and instructions are available on the Treasury website.
