GSA Authorized to Upgrade San Luis I

If you use the San Luis I Land Port of Entry in San Luis, Arizona (located at 32°29'03.77463'' N 114°46'47.57786'' W), the General Services Administration is authorized to modernize, expand, and continue to operate and maintain the pedestrian and vehicular crossing. The permit explicitly authorizes adding new northbound traffic lanes and relocating southbound traffic lanes and was signed on December 10, 2025.

Transfer, Funding, and Termination Limits

The Permittee must immediately notify the President of any decision to transfer custody or control of the Border facilities; any transfer of ownership or control to a non‑Federal entity or individual may occur only with the President's prior express approval. The President may terminate, revoke, or amend this permit at any time, and the Permittee's obligation to implement any amendment is subject to the availability of funds.

Environmental Permits and Mitigation Required

The Permittee must take all appropriate measures to mitigate adverse impacts on the human environment and implement mitigation identified in National Environmental Policy Act decision documents. The Permittee is responsible for obtaining required Federal, State, and local permits before beginning construction, including stormwater permits issued under section 402 of the Clean Water Act (33 U.S.C. 1342).
