Oman Producer's Dumping Margin Raised

The Department of Commerce amended the review and set a weighted-average antidumping duty margin of 42.13 percent for Oman Aluminium Rolling Company for the period November 3, 2022 through April 30, 2024. The amended results are official as of December 22, 2025 and could change how much duties OARC or related importers owe.

Cash Deposit Rates Start Sept 12, 2025

Cash deposit rules for shipments entered or withdrawn for consumption on or after September 12, 2025 tie the amended cash deposit rate to the reviewed weighted-average margin: the company-specific rate will be 42.13 percent, while the all-others rate remains 3.89 percent. These cash deposit requirements stay in effect until Commerce says otherwise.

Duty Assessment Rules and 0.50% Threshold

When assessment instructions can be issued, Commerce will direct U.S. Customs and Border Protection to collect importer- or customer-specific ad valorem or per-unit assessment rates; any such rate greater than 0.50 percent (de minimis) will be collected at liquidation, while rates at or below 0.50 percent will be liquidated without regard to antidumping duties. A statutory injunction currently prevents Commerce from issuing assessment instructions until the injunction lifts.

Importers Must Certify Reimbursement or Face Double Duties

Importers are reminded they must file a certificate about reimbursement of antidumping and/or countervailing duties before liquidation under 19 CFR 351.402(f)(2). If importers do not file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties or increase antidumping duties by the amount of countervailing duties.
