6.27% Antidumping Duty on German Thermal Paper
The Department of Commerce amended its final determination to assign a weighted-average dumping margin of 6.27% to Koehler Paper SE and to "All Others" producers/exporters of thermal paper from Germany. This amended margin and the revised antidumping duty order are applicable beginning December 1, 2025.
Court Decision Triggers Suspension of Liquidation
The U.S. Court of International Trade issued a final judgment on November 20, 2025, that is not "in harmony" with Commerce's earlier final determination, and under Timken precedent Commerce must publish such a notice and suspend liquidation of entries pending a conclusive court decision. That suspension requirement and the court judgment are part of this notice, which is applicable December 1, 2025.
Cash Deposit Instructions Updated for Other Exporters
The notice says Koehler's current cash deposit rate will not change because a superseding cash deposit rate exists for Koehler. Commerce will issue revised cash deposit instructions to U.S. Customs and Border Protection for the rate applicable to all other exporters and producers, with the notice applicable December 1, 2025.
