EPA OKs 11 Tribal Gas Stations

The EPA approved Requests for Coverage under the CA-GDF General Permit authorizing construction and operation of eleven gasoline dispensing facilities located in Indian Country in California. The approvals were issued on various dates ranging from June 28, 2019 through August 18, 2025 and apply to named tribal businesses (eleven Sources listed in Table 1).

One Facility Loses General Permit Eligibility

On July 31, 2025, the EPA issued a minor NSR permit to Agua Caliente Fuel Rancho Mirage allowing increased fuel throughput; as stated in the notice, that facility no longer qualifies for coverage under the CA-GDF General Permit.

60-Day Judicial Review Deadline

If you want to challenge these EPA approvals, you must file a petition for review in the U.S. Court of Appeals for the Ninth Circuit within 60 days of March 6, 2026. The EPA states the approvals are final agency actions for judicial review only on the issue of whether the Sources qualify for coverage under the CA-GDF General Permit (40 CFR 49.156(e)(6)).
