Fast Review of Wind Tower Duties
On November 24, 2025 the U.S. International Trade Commission opened expedited five‑year reviews to decide whether the antidumping and countervailing duty orders on utility‑scale wind towers from Canada, Indonesia, South Korea, and Vietnam should be revoked or continued. The reviews will determine whether revocation ‘‘would be likely to lead to continuation or recurrence of material injury,’’ and the outcome could affect companies that make or sell these towers and could affect prices or trade rules.
Who May File Comments and Deadlines
The Commission set a written‑comment deadline of February 17, 2026 (no new factual information allowed) and placed a staff report in the nonpublic record to be made available to Administrative Protective Order service list members on March 12, 2026, with a public version issued thereafter. The Commission found only the responses from Broadwind Heavy Fabrications, Inc. and Arcosa Wind Towers to be individually adequate; comments from other interested parties will not be accepted as parties to the reviews.
Review Period May Be Extended 90 Days
The Commission determined these reviews are extraordinarily complicated and may extend the review period by up to 90 days under 19 U.S.C. 1675(c)(5)(B), potentially delaying the final determination on whether the orders remain in place.
