No Dumping Detected in Chinese Xanthan Gum Trade Drama

Summary

The U.S. Department of Commerce checked if Chinese companies selling xanthan gum were dumping it at unfairly low prices from July 2023 to June 2024. They found no unfair pricing and that one company, Deosen Biochemical, didn’t ship any product during this time. Also, they stopped reviewing one company, CP Kelco Shandong, for now. Commerce states the China-wide entity's antidumping rate remains 154.07 percent and is not under review for this period, so that 154.07% rate will continue to apply to exporters not found entitled to a separate rate. This 154.07% rate also serves as the cash deposit rate for China exporters not found to have a separate rate once the final results are published.

No-Shipments Liquidation at China-Wide Rate

Commerce preliminarily found Deosen Biochemical Ltd. had no shipments during the July 1, 2023 through June 30, 2024 period and states that any suspended entries entered under that exporter's CBP case number during the POR will be liquidated at the China-wide dumping margin. The China-wide margin noted in this notice is 154.07 percent.

Preliminary 0% Dumping Margins

Commerce preliminarily found zero percent dumping margins (0.00%) for the mandatory respondents Deosen Biochemical (Ordos) Ltd. and Neimenggu Fufeng Biotechnologies Co., Ltd. and preliminarily assigned 0.00% to the companies it found eligible for a separate rate for the period July 1, 2023 through June 30, 2024. These are preliminary results announced January 9, 2026 and subject to comment and final results.

Review Rescinded for CP Kelco Shandong

CP Kelco (Shandong) Biological Company Limited timely withdrew its request for an administrative review, and Commerce is rescinding this administrative review in part with respect to CP Kelco Shandong. This rescission relates to the administrative review initiated for the July 1, 2023 through June 30, 2024 period.
