Algerian Steel Rebar Hit with Subsidy-Based US Duties
Published Date: 1/13/2026
Notice
Summary
The U.S. Department of Commerce found that steel concrete reinforcing bars (rebar) from Algeria are getting unfair government help (subsidies). Because of this, they’re planning to add extra taxes (countervailing duties) on these imports starting January 13, 2026. This move affects Algerian rebar producers and U.S. buyers, aiming to keep things fair and protect American businesses.

72.94% Preliminary Subsidy Rate
Commerce preliminarily found that Algerian rebar producers received countervailable subsidies and assigned an estimated ad valorem subsidy rate of 72.94% to Tosyali Iron Steel Industry Algeria SPA and to 'All Others.' The period of investigation was January 1, 2024 through December 31, 2024, and the determination was published January 13, 2026.
Suspension and Cash Deposit Requirement
Commerce will instruct U.S. Customs and Border Protection to suspend liquidation and require cash deposits for rebar imports from Algeria entered or withdrawn from warehouse for consumption on or after January 13, 2026. Cash deposits must equal the company-specific estimated subsidy rate or the estimated all-others rate (72.94%); if both producer and exporter have different company-specific rates, the higher rate applies.
