Importers Keep Paying Duties

If you import quartz surface products from India or Türkiye, you must continue to pay antidumping (AD) and countervailing (CVD) cash deposits at the rates in effect at the time of entry. This continuation is effective December 18, 2025, and U.S. Customs and Border Protection will keep collecting those cash deposits for all entries of the covered products.

U.S. Industry Protected from Dumping

The Department of Commerce and the U.S. International Trade Commission decided that ending the AD and CVD orders would likely let dumping and subsidized imports continue and cause material injury to a U.S. industry. The continuation of the orders is intended to help protect U.S. companies from those unfair pricing practices, effective December 18, 2025.

Which Products Are Covered

The orders cover 'certain quartz surface products' such as slabs and finished surfaces commonly used for countertops, backsplashes, vanity tops, tiles, and similar items where silica (quartz) is the largest single material by weight. The scope also excludes quarried stone (like granite or marble) and specifies an exclusion for certain crushed glass products meeting four listed criteria.
