Notice

Summary

The Centers for Medicare & Medicaid Services (CMS) wants your thoughts on their plan to collect some info from the public. They’re asking for comments by April 6, 2026, to make sure the process is clear, useful, and not too much work. This helps CMS do its job better without wasting anyone’s time or money.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Provider Duty to Give Good Faith Estimates

Providers and facilities must inform uninsured (or self-pay) patients of the right to a Good Faith Estimate and must furnish GFEs for scheduled services or on request. CMS estimates the overall collection involves 511,749 respondents, 5,248,414 annual responses, and 3,498,944 total annual hours under Form CMS-10791 (OMB 0938-1433). Comments are due by April 6, 2026.

Certification Information for SDR Entities

Entities that want to be certified or recertified as an SDR entity must submit information about their organizational structure, policies and procedures, staff qualifications, conflict-of-interest safeguards, operational capacity, and attestations of compliance. HHS will use this information to decide whether an entity meets certification requirements. This collection is filed on Form CMS-10791 (OMB control number 0938-1433) and is estimated at annual frequency; comments are due by April 6, 2026.

Good Faith Estimates for Uninsured Patients

If you are uninsured or paying cash (self-pay), providers and facilities must inform you of your right to get a Good Faith Estimate (GFE) of expected charges and must give a GFE for scheduled items and services and upon request. This helps uninsured people see health care prices before getting care and can start the patient-provider dispute process. Comments on this collection are due by April 6, 2026; the collection uses Form CMS-10791 (OMB control number 0938-1433).
