Analyzed Economic Effects
4 provisions identified: 1 benefits, 1 costs, 2 mixed.
Data can be shared with credit and debt collectors
Treasury may disclose system records to obtain credit reports and to debt collection agencies, and may disclose information to other Federal agencies to effect salary or administrative offset for collecting debts. These routine uses are applicable March 6, 2026.
Treasury will collect sensitive applicant data
If you apply for or receive Treasury-administered financial assistance (for example: Capital Projects Fund, Emergency Rental Assistance, Homeowner Assistance Fund, State and Local Fiscal Recovery Funds, State Small Business Credit Initiative, RESTORE Act, or Social Impact Partnerships), Treasury will collect and store personal and financial records such as full legal name, residential address, Social Security numbers or taxpayer identification numbers, reported income and household financial information, amounts of assistance awarded, and application materials.
Records used for audits, compliance, and enforcement
Treasury may use the records to evaluate compliance, support audits and oversight, identify potential waste, fraud, and abuse, and disclose records to DOJ, Federal, State, or local agencies, contractors, and auditors for these purposes. Such uses support program integrity and may lead to investigations, litigation, or recovery of improper payments.
Treasury applies technical and physical safeguards
Treasury stores these records electronically in secure facilities, encrypts electronic records at rest and in transit, limits access to authorized personnel with a need to know, records user activity for audit purposes, and maintains buildings with 24-hour security.
