Countervailing Duties on Chinese Float Glass
Commerce found countervailable subsidies for float glass from China and assigned ad valorem subsidy rates that will apply to imports effective February 9, 2026. The final rates listed are: Xinyi Group (Glass) Company Limited — 19.75%; Shandong Jinjing Science and Technology Stock Co., Ltd. — 113.34% (AFA); Hubei Sanxia New Building Materials Co., Ltd. — 113.34% (AFA); Shanghai Yaohua Pilkington Glass Group Co., Ltd. — 113.34% (AFA); All Others — 19.75%.
Cash Deposits and Suspension of Liquidation Rule
Commerce previously instructed U.S. Customs and Border Protection to collect cash deposits and suspend liquidation for entries of subject merchandise entered, or withdrawn from warehouse, for consumption on or after May 19, 2025; suspension was discontinued for entries on or after September 16, 2025 but continued for entries on or before September 15, 2025. If the U.S. International Trade Commission issues a final affirmative injury determination within 45 days, Commerce will issue a countervailing duty order, reinstate suspension of liquidation under section 706(a), and require cash deposits of the estimated countervailing duties in the amounts indicated in the final determination.
Domestic Glass Makers Gain Protection
Commerce says the determination addresses unfair subsidization and gives U.S. float glass producers a fairer chance to compete against subsidized Chinese imports. The final affirmative countervailing duty determination covers the investigation period January 1, 2023 through December 31, 2023 and is effective February 9, 2026.
