Late downward revisions can cut allocations

If an SEA submits revised FY2024 or FY2025 data after September 8, 2026 that result in a lower State 'average per-pupil expenditure' (SPPE), the Department may adjust the SEA's allocations downward or direct the SEA to return funds. Any resubmissions in response to NCES or Census inquiries must be completed no later than September 8, 2026.

Which federal programs rely on SPPE data

The Department will use SPPE and related NPEFS data directly to calculate allocations for certain formula grant programs, including Title I, Part A; Impact Aid; and Indian Education programs, and will use SPPE data indirectly for programs such as Education for Homeless Children and Youth and Student Support and Academic Enrichment Grants. SEAs' submissions therefore feed the formulas that determine these program allocations for FY2027 appropriated funds.

Deadlines set for FY2025 school finance data

State Educational Agencies (SEAs) must submit FY2025 school revenue, expenditure, and attendance data to the NPEFS system; the collection opened January 29, 2026, SEAs are urged to submit accurate data by March 31, 2026, the mandatory final submission date is August 17, 2026, and any responses or resubmissions to NCES/Census inquiries must be completed by September 8, 2026. The Department of Education will use these data as the basis for timely distribution of Federal education funds (FY2027 appropriated funds).
