Automatic 12.27% Assessment Rule

Commerce will instruct U.S. Customs and Border Protection to liquidate entries of subject merchandise produced by PMB Silicon for which PMB Silicon did not know the merchandise was destined for the United States at the all-others rate of 12.27%, if there is no rate for intermediate company(ies).

Cash Deposit Rate Rules and De Minimis

After the final results are published, cash deposit rates for shipments entered on or after that publication date will equal the weighted-average dumping margin established in the final results; if that rate is less than 0.50 percent it will be treated as zero. For exporters/producers not covered in this review the cash deposit rate will follow the most recently-published company-specific or all-others rate (the all-others rate is 12.27%).

Importer Reimbursement Certificate Rule

Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation of relevant entries for the period August 1, 2023 through July 31, 2024; failure to file may lead Commerce to presume reimbursement occurred and to assess double antidumping duties.

Preliminary Zero Dumping Finding

Commerce preliminarily found that PMB Silicon Sdn. Bhd. had a 0.00% weighted-average dumping margin for August 1, 2023 through July 31, 2024. That means, for now, Commerce preliminarily will not assess antidumping duties on PMB Silicon's subject merchandise pending final results.
