Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Large potential reduction in improper payments
Treasury estimates that full use of Numident through Do Not Pay could address $1.5 billion to $4.5 billion in annual at‑risk payments; the notice also states identity-related improper payments have exceeded $31 billion since FY2021. This is presented as strengthening integrity of federal health and income maintenance program disbursements.
Numident used to verify Medicare/Medicaid IDs
If you receive Medicare or Medicaid payments, Treasury proposes using the Social Security Administration’s Numident via the Do Not Pay Working System to verify your name, Social Security Number (SSN), and date of birth (DOB). SSA will only return numerical response codes indicating whether the submitted name/SSN/DOB match Numident and will not disclose other Numident data or the correct SSN if a submitted SSN fails verification.
Numident verification for Social Security retirement
Treasury proposes using SSA’s Numident to verify the name, SSN, and DOB of individuals receiving Social Security retirement payments; Numident responses will be limited to numerical match codes and no other SSA Numident personally identifiable information will be shared with Do Not Pay.
