Stronger EDI Security and HIPAA Compliance

CMS says the forms will ensure compliance with HIPAA transaction standards and implement strengthened security requirements for billing vendors and clearinghouses that handle Medicare data. The information will be uploaded into Medicare contractor systems and used to establish access and connectivity to the Medicare Data Contractor Network (MDCN) when authentication succeeds.

New Mandatory EDI Attestation Form

If you are a Medicare provider, supplier, billing vendor, or clearinghouse, CMS is adding a new mandatory CMS EDI Enrollment Attestation Form (10164C) that requires formal compliance verification from all participating entities. The form is part of the CMS-10164 collection (OMB control number 0938-0983) and will be submitted yearly.

Revised EDI Registration Forms

If you register for Medicare electronic data interchange (EDI) services, CMS is revising the CMS EDI Registration Form (10164A) and the CMS EDI Enrollment Agreement Form (10164B) as model forms. These revised forms will be used yearly to identify providers and authorize requested EDI functions.

Estimated Annual Respondent Burden

CMS estimates 229,767 respondents will submit CMS-10164 forms annually, resulting in a total of 229,767 annual responses and 153,178 total annual hours. The collection frequency is yearly and is open for public comment until March 16, 2026.
