Importer Certificate Requirement Reminder
Importers of merchandise subject to AD orders must file a certificate about reimbursement of antidumping and/or countervailing duties before liquidation of the relevant entries, as required by 19 CFR 351.402(f)(2). If an importer fails to file that certificate, Commerce may presume reimbursement occurred and could assess doubled antidumping duties.
Rescission of Listed AD/CVD Reviews
Commerce is canceling the administrative reviews it had opened for the antidumping and countervailing duty (AD/CVD) orders listed in the notice because all parties withdrew their review requests on time. The rescission is effective February 13, 2026, and covers the periods of review shown in the table for products from countries such as Burma, Canada, India, Japan, Mexico, Vietnam, Taiwan, China, and Ukraine.
Protective Order Materials Disposition Reminder
Parties subject to an Administrative Protective Order (APO) must follow rules for returning, destroying, or converting proprietary materials under 19 CFR 351.305(a)(3) and timely notify Commerce of disposition or conversion to a judicial protective order. Failure to comply with APO rules and terms is a sanctionable violation.
Assessment at Cash-Deposit Rates
Commerce will tell U.S. Customs and Border Protection to assess antidumping and/or countervailing duties for the listed entries at rates equal to the cash deposit required at the time of entry. For orders other than those involving Canada and Mexico, Commerce intends to issue assessment instructions no earlier than 35 days after this notice's Federal Register publication (February 13, 2026); for Canada and Mexico, no earlier than 41 days after publication.
