Voluntary Government Address Review for 2030 Census
Tribal, state, and general-purpose local governments may voluntarily register to review and submit updates to the Census Address List to help improve the 2030 Census. The LUCA operation runs from May 2027 through September 2029 and includes Prep, Review, Feedback & Appeals, and Closeout phases to support a more complete and accurate census count that helps ensure fair representation and funding for communities.
Digital-Only Submission Requirement
For 2030 LUCA there will be no paper materials; participants must use digital tools such as the Geography Division Partner Portal (GDPP), GUPS Web, LUCA Wizard, and the Secure Web Incoming Module (SWIM) to register, review, and submit address updates. The notice explicitly encourages participants with limited digital capability to collaborate with larger governments.
Estimated Time Burden and Respondent Counts
The Census Bureau estimates 40,000 government respondents for 2030 LUCA, with an average burden of 17.9 hours per response and total estimated burden of 713,915 hours. The 17.9-hour average is a reduction from the 21-hour average in the previous decade. Participation is voluntary.
Registration, Confidentiality, and Appeals Requirements
Governments that elect to conduct a full LUCA Review must register via the GDPP, designate a LUCA liaison, sign a confidentiality agreement (LUCA Security Checklist and Confidentiality Agreement), and certify deletion of Title 13-protected materials at Closeout. The Census Bureau will provide address-level feedback and participating governments may appeal selected feedback results to OMB within 60 days of receiving feedback.
