Amended Dumping Margin Set at 36.34%

Commerce amended the final results for the November 1, 2022 through October 31, 2023 review and set the estimated weighted-average dumping margin for Deacero S.A.P.I. de C.V./I.N.G.E.T.E.K.N.O.S. Estructurales, S.A. de C.V. at 36.34 percent. This margin is the basis for duties and related calculations for that producer for the period reviewed.

Cash Deposit Rates and All‑Others Rate

For shipments entered or withdrawn for consumption on or after publication (February 20, 2026), the cash deposit rate for the Deacero Group will equal the amended weighted-average dumping margin established in this review (36.34%). Company-specific rates remain for previously reviewed companies, producer-established rates apply where appropriate, and the cash deposit rate for all other producers/exporters will continue to be 20.58 percent.

Importer Certificate Requirement; Double Duty Risk

Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period under 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Assessment Delayed During USMCA Panel Review

Although Commerce normally issues assessment instructions no earlier than 41 days after publication, a timely request for panel review under the United States-Mexico-Canada Agreement has been filed and a suspension of liquidation is in place. Commerce will not issue assessment instructions until that suspension of liquidation has been lifted.
