Out‑of‑Business Records Transfer Rule
If you hold an explosives license or permit and you stop doing business without a successor, you must transfer your required records to the ATF Out‑of‑Business Records Center (this is mandatory under Sec. 555.121). ATF estimates each transfer response takes about 30 minutes and there are about 250 respondents, for a total annual time burden of 115 hours.
Mailing Cost for Record Submissions
ATF estimates mailing a typical large envelope of out‑of‑business records costs $1.27 each. At 230 annual responses, ATF estimates total annual mailing costs of $292 for these submissions.
Electronic Submission Lowers Burden
ATF notes the ability to submit out‑of‑business records electronically has reduced shipping and mailing costs and contributed to a drop in estimated burden hours. The agency reports total burden hours fell from 269 to 115 and the number of respondents decreased.
