Antidumping Duties on 2023–2024 Imports
Commerce found carbon steel flanges from Spain were sold below normal value for the period June 1, 2023 through May 31, 2024. As a result, U.S. Customs and Border Protection (CBP) will assess antidumping duties on appropriate entries from that period; Commerce intends to send assessment instructions no earlier than 35 days after publication (publication date February 23, 2026), and liquidation may be delayed up to 90 days if a timely summons is filed.
ULMA Forja Given 0% Dumping Margin
The producer/exporter ULMA Forja, S.Coop received a weighted-average dumping margin of 0.00% for June 1, 2023 through May 31, 2024. The cash deposit rate for ULMA will be zero for shipments entered or withdrawn for consumption on or after the publication date of this notice (February 23, 2026).
Cash Deposit Rate Rules for Future Shipments
For shipments entered or withdrawn for consumption on or after the publication date (February 23, 2026), cash deposit rules apply: previously reviewed companies keep their company-specific deposit rates; producers covered by prior segments set the deposit when the exporter is new; and all other producers/exporters remain subject to the all-others cash deposit rate of 18.81%.
Reimbursement Certificate Requirement Warning
Importers must file a certificate about reimbursement of antidumping duties before liquidation of the relevant entries for this period. If you fail to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
Automatic Assessment for Unreviewed ULMA Entries
For entries produced by ULMA that Commerce did not know were destined for the United States, Commerce will instruct CBP to liquidate unreviewed entries at the all-others rate of 18.81% if there is no rate for any intermediate company involved. This applies to entries during the period June 1, 2023 through May 31, 2024.
