ATB Tests Remain Path To Title IV Aid

The regulations covered by this information collection govern approvals of independently administered Ability-to-Benefit (ATB) assessments. The administration of approved ATB tests may be used to determine a student's eligibility for Title IV student financial assistance when the student does not have a high school diploma or its recognized equivalent.

Information Collection Extended Without Change

The Department of Education proposes to extend without change the information collection (OMB Control No. 1845-0049) for Subpart J—Approval of Independently Administered Tests. This continuation affects private test publishers, State and local governments, and individuals who must comply with reporting and recordkeeping; the notice estimates 67,989 annual responses and 10,392 total annual burden hours and invites comments by April 24, 2026.
