ARS updates six peer‑review forms
The Agricultural Research Service will seek OMB approval to update six existing forms used for scientific peer review and to manage submissions electronically, with possible online submission in the future. About 185 external reviewers review roughly 150 ARS research projects annually, and the forms include time burdens ranging from 10 minutes up to 4–7 hours for the Peer Review Form.
Pre‑review confidentiality agreement required
Selected reviewers must sign a Confidentiality Agreement before taking part in the peer review process. The Confidentiality Agreement is signed prior to a reviewer's involvement and can be submitted electronically and requires an original signature.
Panelist form collects sensitive payment and diversity data
The Panelist Information Form collects background, diversity and inclusion data and information needed to pay an honorarium and travel expenses. The notice states that sensitive information on this form is transmitted and destroyed after payment is received.
Expense reports and travel reimbursement handled rarely
Panel Expense Report Forms document lodging, meal, and transportation costs for reviewers who travel to in‑person meetings. The notice says travel is not generally necessary, reviewers are not expected to complete expense reports, and only about 6 expense reports are expected annually.
Public comment deadline for the proposal
