Education Dept Seeks Feedback on NAEP 2027 Testing Paperwork Burden

Published Date: 3/2/2026

Notice

Summary

The Department of Education is updating its paperwork for the 2027 National Assessment of Educational Progress (NAEP), which checks how well students are doing in school. This affects students, schools, and local governments who provide info for the test. They’re asking for public comments by April 1, 2026, to make sure the process is smooth and not too time-consuming.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Grade 8 Science Pilot: who will be tested

NAEP plans a Grade 8 Science Pilot in 2027 that is expected to include about 12,000 students attending roughly 308 public and private schools (may include Bureau of Indian Education schools). NAEP reports results at group levels and does not provide scores for individual students or schools.

Respondent burden: responses and hours

The Department estimates the NAEP 2027 Science Pilot will generate 17,960 annual responses and 10,625 total annual burden hours across respondents, which include individuals/households and state, local, and tribal governments.

Device requirements and Chromebook option

NAEP will administer the 2027 Science Pilot using schools' devices and the internet; for schools that cannot meet minimum device specifications, NAEP will provide an alternate delivery model using NAEP Chromebooks. NAEP has done prior studies (2024 equipment study, 2025 field test) and plans a 2026 bridge study to compare devices.

NAEP reporting: no individual scores

NAEP reports provide results at national, state, and selected district levels and do not provide scores for individual students or schools. The assessments also collect survey data from students, teachers, and school administrators.
