No Dumping Margin for Dillinger

20.99% All-Others Rate for Unreviewed Entries

If Dillinger produced the plate but did not know the merchandise sold to an intermediary was destined for the United States, Commerce will instruct Customs to liquidate those unreviewed entries at the all-others rate of 20.99% if there is no rate for the intermediary. This means some entries linked to Dillinger production could face assessment at 20.99% under Commerce’s automatic-assessment practice.

Cash Deposit Rate Rules After Publication

Starting on the publication date, the cash deposit rate for Dillinger is the weighted-average dumping margin listed (0.00%). For previously investigated or reviewed companies, their most recently published company-specific cash deposit rates continue, and the all-others cash deposit rate remains 20.99%. These cash deposit rules apply to shipments entered or withdrawn for consumption on or after the publication date.

Importer Certificate and Double-Duty Risk

Importers must file a certificate about reimbursement of antidumping duties before liquidation of relevant entries during this review period. If an importer fails to submit the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
