Nonprofit Suppliers Lose Mandatory Orders

Starting April 4, 2026, the Federal Procurement List will no longer require the Government to buy certain items from nonprofit agencies that employ people who are blind or have severe disabilities. The deleted items include Hot Roll Mix (NSNs 8920-01-E62-6847, 8920-01-E62-1755), Sweet Roll Mix (NSNs 8920-01-E62-2147, 8920-01-E62-6846), Poppy Seed (NSN 8950-01-E62-3532), a Folding Chair (NSN 7105-01-663-7984), and a Records Management service at Joint Base Langley-Eustis.

New Small-Business Contract Opportunities

Because these products and services are deleted from the Procurement List on April 4, 2026, small businesses may be authorized to compete to supply them to the Government. The change may open opportunities to bid on the Hot Roll Mix, Sweet Roll Mix, Poppy Seed, Folding Chair, and the Records Management service previously reserved for nonprofit agencies.

Agency Certifies Minimal Small-Entity Impact

The Committee certified that deleting these items from the Procurement List will not have a significant impact on a substantial number of small entities. The certification notes there will be no new reporting or compliance requirements and that the action may authorize small entities to furnish the products and services.
