109.10% Preliminary Duty Rate
The Department of Commerce preliminarily found countervailable subsidies for unwrought palladium from Russia and assigned estimated subsidy rates of 109.10 percent ad valorem to JSC Urals Innovative Technologies, Prioksky Plant of Non Ferrous Metals, and to all other producers. Commerce will direct U.S. Customs and Border Protection to suspend liquidation and require a cash deposit equal to these rates for entries entered, or withdrawn from warehouse, for consumption on or after March 11, 2026.
Which Palladium Shipments Are Covered
The investigation covers unwrought palladium in primary forms (ingots, blocks, pellets, powder, sponge, etc.) and applies to product classified at HTSUS subheading 7110.21.0000 and potentially 7110.29.0000. Merchandise processed or finished in a third country remains covered if the unwrought palladium component matches the scope.
