Cash Deposit Rules After Final Results
When Commerce publishes the final results, the cash deposit rate for Adisseo España will equal the weighted-average dumping margin set in the final results (unless that rate is 0.50 percent or less, in which case the cash deposit rate will be zero). Exporters not covered in this review will keep the rate assigned in the most recently completed segment, and the all-others rate from the original investigation remains 37.53 percent.
Automatic Assessment at 37.53% for Unknown Shipments
Under Commerce's automatic-assessment practice, for entries during the period produced by Adisseo España where the producer did not know the merchandise was destined for the United States, Commerce intends to instruct U.S. Customs and Border Protection to liquidate those entries at the all-others rate of 37.53 percent if there is no rate for the intermediate company(ies).
Importer Reimbursement Certificate Requirement
Importers must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries under 19 CFR 351.402(f). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
Preliminary 7.11% Dumping Margin Found
The Department of Commerce preliminarily found that Adisseo España sold methionine to the U.S. at less than normal value for the period September 1, 2023 through August 31, 2024 and calculated a weighted-average dumping margin of 7.11 percent. This preliminary margin is the basis Commerce will use when deciding whether antidumping duties will be assessed in the final results.
