Starting with entries on or after March 13, 2026, U.S. Customs and Border Protection will suspend liquidation and require cash deposits for steel concrete reinforcing bar (rebar) from Egypt. Commerce preliminarily set company-specific deposit rates of 34.20% for the Ezz Group (and all-others) and 52.73% for El Marakby Steel and Suez Steel Company.
Ezz companies treated as one entity
Commerce preliminarily determined that Al-Ezz Dekheila Steel Alexandria Company S.A.E., Ezz Steel Company S.A.E., Ezz Rolling Mills Company S.A.E., and Al-Ezz Flat Steel Company S.A.E. (the Ezz Group) should be collapsed and treated as a single entity. Commerce preliminarily assigned that entity a 34.20% estimated weighted-average dumping margin and applied that 34.20% rate as the all-others rate.
Adverse facts applied to two exporters
Commerce preliminarily relied on facts otherwise available with adverse inferences for El Marakby Steel and Suez Steel Company and preliminarily assigned each a dumping margin of 52.73%. Those company-specific margins will determine cash deposit requirements when the exporter/producer matches those companies.
Provisional measures extended to six months
Commerce granted a postponement request (filed February 27, 2026) and extended provisional measures from a four-month period to a period not to exceed six months. Commerce will make its final determination no later than 135 days after the publication of this preliminary determination (publication March 13, 2026).
