No OSWI Controls in Parts of Louisiana
Louisiana's Department of Environmental Quality submitted a negative declaration on November 4, 2025, certifying that there are no existing Other Solid Waste Incineration (OSWI) units subject to the OSWI emission guidelines in the state's specified jurisdictions. If EPA finalizes acceptance, Louisiana is exempted from submitting a CAA section 111(d)/129 state plan for those areas and local businesses in those jurisdictions will not face new OSWI pollution-control requirements.
No Significant Economic Impact on Small Entities
EPA certified under the Regulatory Flexibility Act that this action will not have a significant economic impact on a substantial number of small entities and states it will have no net regulatory burden for all directly regulated small entities. The action also states it contains no unfunded mandates and will not impose enforceable duties on state, local, Tribal governments, or the private sector.
