Summary
The Village of Saranac Lake wants to keep running its Lake Flower Dam hydroelectric project in New York and has officially asked for a new license. Analyzed Economic Effects
4 provisions identified: 3 benefits, 0 costs, 1 mixed.
Project will stay run-of-river with 55 cfs minimum
The Village proposes to continue operating the Lake Flower Dam in run-of-river mode, keeping the impoundment at a normal maximum surface elevation of 1,528.67 feet NGVD 29 and releasing a minimum flow of 55 cubic feet per second or inflow, whichever is less. These operating rules will affect river flow levels downstream of the dam.
Recreation sites kept; new whitewater park planned
The application says the Village will continue maintaining Riverside Park, Hydropoint Park, Beaver Park, and the River Walk, and proposes to develop a whitewater park (Boothe River Park) downstream of the dam. That means local boat access sites, picnic areas, and the recreation trail will remain available and a new whitewater feature is planned.
Environmental protections and monitoring planned
The Village will implement an invasive species plan, a bat and bald eagle plan, an impoundment drawdown plan, and an operation and compliance monitoring plan filed with the license application. These plans are intended to guide how the project limits environmental harm and monitors compliance if re‑licensed.
