Who Must Submit UTQGS Data

NHTSA says about 45 tire manufacturers will submit Uniform Tire Quality Grading Standard (UTQGS) materials on behalf of approximately 160 brand names. NHTSA estimates 45 responses, a total annual burden of 69,888 hours, and accepts electronic submissions.

Testing, Labeling, and Printing Costs

NHTSA estimates annual non-labor respondent costs of about $35,120,000 and an annual burden of 69,888 hours. The agency breaks costs down: treadwear testing $2,520,000; traction testing $157,500; temperature testing $778,610; printing paper tread labels $28,500,000; printing brochures $3,163,500. Annual hours are broken down as: affixing paper tread labels 52,778 hours; engraving tire molds 10,000 hours; preparing/updating brochures 6,750 hours; compiling & submitting 360 hours.

Public Access to Tire Grades

NHTSA will compile grading information submitted under UTQGS and make it available to the public, including on NHTSA's website, so you can compare tire quality across brands and tire lines.
