2320–2345 MHz: New SOS Allocation and Leasing

The FCC proposes adding a secondary Space Operation Service (SOS) allocation for Earth-to-space in the 2320–2345 MHz band (a 25 megahertz band) and to permit the existing exclusive licensee in that band (SiriusXM) to lease portions of its spectrum to earth station licensees for command of spacecraft that do not provide radiocommunication services to the public.

Rule-Based Frequency “Piggybacking”

If your company performs servicing, monitoring, or collaboration with another spacecraft, the FCC proposes to allow a space station to use the same frequencies as that consenting client spacecraft (``frequency piggybacking''). An applicant would need to certify the operations will conform with the client spacecraft's ITU filings and licensed frequency parameters.

Standalone TT&C in FSS Bands (Unprotected)

The FCC proposes permitting telemetry, tracking, and command (TT&C) for emergent space operations in existing fixed-satellite service (FSS) bands on an unprotected, non-interference basis, subject to coordination with other users. Such TT&C licensed outside processing rounds would not be able to claim interference protection from other licensed operators.

Broader TT&C Definition (Include Data Downlinks)

The FCC seeks to interpret or revise space telemetry and telecommand definitions so TT&C can include downlink of video and other data during maneuvers like rendezvous, proximity operations (RPO), or docking. The Commission asks whether such wideband data fits within typical narrowband TT&C parameters.

Authorize Satellites to Provide TT&C Services

The FCC seeks comment on authorizing licensed satellite operators to use their FCC-licensed satellites and intersatellite links to provide TT&C and data downlinks to support emergent operations. This would allow existing satellite capacity and links to be used to help command and control emergent spacecraft.

Leasing Framework May Extend to Other Bands

The FCC proposes a leasing/secondary-market approach for making non-Federal spectrum more intensively available to emergent operations and seeks comment on extending that leasing framework to other frequency bands. This could create more opportunities to lease spectrum in bands that are lightly used in some geographic areas.
