USDA Speeds Up Farm Shack Handovers Through 2027

Less Paperwork, Faster Transfers

Owners of USDA Section 514 Farm Labor Housing and Section 515 Rural Rental Housing can use the Simple Transfer Pilot to face fewer application requirements, which the Agency says will reduce transaction costs and speed processing times. The pilot explicitly allows streamlined review for certain 'simple transfers' instead of the full standard transfer process.

Option 2: Rehab Allowed With Deferred Liens

Option 2 lets buyers complete transfers for properties needing rehabilitation and permits the Agency to approve a junior lien for deferred financing, as long as deferred financing is coterminous with the Agency loan and the Agency may set a per‑unit rehab cap. Transfers under Option 2 also waive a new property valuation requirement.

Option 3: Nonprofits Can Buy Now, Rehab Within Two Years

Option 3 allows nonprofit organizations or government agencies to acquire preservation‑worthy properties even if rehabilitation funds are not available at closing, provided the buyer obtains an appraisal and CNA, and completes rehabilitation/recapitalization within two years of closing. The Agency will approve and monitor a rehabilitation plan and require the plan and funding strategy before approving the transfer.

Program Aims to Preserve Affordable Units

RHS says the Simple Transfer Pilot is intended to encourage preservation and revitalization of its portfolio of over 12,000 rural rental properties by lowering transfer barriers and improving processing times. If the pilot is successful, some changes may be made permanent and codified into 7 CFR part 3560.

Pilot Extended Through Dec 31, 2027

The USDA Rural Housing Service extended the Multi‑Family Housing Simple Transfer Pilot Program until December 31, 2027. The Agency may further extend or end the pilot after that date based on workload, budget, public feedback, and program effectiveness.

Option 1: Expedited Transfers, Fewer Studies

Under Option 1, expedited ownership changes may proceed without a Capital Needs Assessment (CNA) or a new property valuation, provided the property is in acceptable condition and no new debt or equity payout is included. The Agency may also grant a restrictive‑use exception for transfers to heirs after an owner's death or transfers for estate planning where ownership/control remains with the borrower.
