Analyzed Economic Effects

4 provisions identified: 0 benefits, 3 costs, 1 mixed.

Direct sale of 800 acres to private buyer

The Bureau of Land Management proposes a non-competitive (direct) sale of nine parcels totaling 800 acres in Converse County, Wyoming, to Kristi Bohlander for no less than the appraised fair market value of $540,000. The sale would be processed under the Federal Land Policy and Management Act and BLM land sale rules.

Mineral estate will remain federal

The conveyance will not include the mineral estate; known mineral value in the parcels will remain in Federal ownership and will not be conveyed under section 209 of FLPMA. The United States retains rights to prospect for, mine, and remove minerals and related ingress/egress.

Sale subject to existing rights-of-way and reservations

If conveyed, the surface title will be subject to specified existing rights and reservations, including reservations for ditches/canals and existing rights-of-way for a buried telephone line, tank facility, access road, and multiple oil and gas pipelines held by named entities.

Land segregated from appropriation pending sale

Publication of this notice segregates the described land from all forms of appropriation under the public land laws, including mining laws, except for the FLPMA sale provisions; BLM will not accept land use applications affecting the land until completion or rejection of the sale, or until the segregation terminates (patent issuance, termination notice, or 2 years after publication unless extended).
