Commerce Rules on Canadian Softwood Lumber Dumping Rates

Preliminary Dumping Margins Set

Commerce preliminarily found dumping for softwood lumber sold January 1, 2024 through December 31, 2024 and announced preliminary weighted-average dumping margins: Canfor 16.85%, Resolute 13.25%, West Fraser 4.77%, and Non-Examined Companies 10.66%. These preliminary margins are part of the notice published April 14, 2026 and could form the basis for antidumping duties when finalized.

Cash Deposit Rate Rules for Imports

Upon publication of the final results of this review, cash deposit requirements for shipments entered on or after that publication will be: (1) equal to the final weighted-average dumping margin for companies covered by the review unless the rate is less than 0.50% (then zero); (2) previously examined companies keep their most recent company-specific rate; (3) if an exporter is not covered but the manufacturer is, the manufacturer's rate applies; and (4) all other manufacturers/exporters remain at the all-others rate of 6.04%. These rules take effect for entries on or after the date the final results are published.

Importer Reimbursement Certificate Required

Importers must file a certificate about reimbursement of antidumping and/or countervailing duties prior to liquidation of relevant entries for this review period; failure to file can lead Commerce to presume reimbursement occurred and may result in assessment of double antidumping duties. This requirement is noted in the April 14, 2026 notice as the importers' responsibility under 19 CFR 351.402(f)(2).

Review Rescinded for 21 Firms

Commerce intends to rescind (stop) the administrative review for 21 named companies listed in Appendix II because CBP data showed no entries of subject merchandise during the period January 1, 2024 through December 31, 2024. The intent to rescind was published April 14, 2026 and applies to the specific companies named in Appendix II.
