Preliminary 21.97% Dumping Finding

Commerce preliminarily found that Lucchini Mamé Forge sold forged steel fluid end blocks in the U.S. at a weighted-average dumping margin of 21.97% for the period January 1, 2024 through December 31, 2024. If upheld in the final results, Commerce could instruct U.S. Customs and Border Protection to assess antidumping duties based on that rate.

Cash Deposit & All-Others Rate Rules

Commerce stated that, once the final results publish, cash deposit requirements will apply for shipments entered on or after the final results' publication date: Lucchini's cash deposit rate would equal the company-specific final margin (unless de minimis, defined as less than 0.5%), and the 'all-others' cash deposit rate remains 7.33%. These deposit rules stay in effect until further notice.

Importer Certificate Requirement Reminder

The notice reminds importers they must file a certificate about reimbursement of antidumping duties before liquidation under 19 CFR 351.402(f)(2). If importers fail to file this certificate, Commerce may presume reimbursement occurred and could assess double antidumping duties on the entries.
