Countervailing Duties Stay in Place

The Department of Commerce decided to keep the countervailing duty orders on forged steel fluid end blocks from China, Germany, India, and Italy. These duties remain applicable beginning April 15, 2026, meaning imports of these parts will continue to face added ad valorem charges.

Chinese Exporter Duty Rates

Commerce set net countervailable subsidy rates for Chinese exporters of forged steel fluid end blocks, including: Nanjing Develop Advanced Manufacturing Co., Ltd. 16.80%; Shanghai Qinghe Machinery Co., Ltd. 19.88%; China Machinery Industrial Products Co., Ltd. 337.07%; and an "All Others" rate of 19.52%. These rates apply in the context of the continued orders effective April 15, 2026.

Italian Exporter Rates and AFA Penalty

Commerce set net countervailable subsidy rates for Italian exporters: Lucchini Mame Forge S.p.A. 18.49%; Metalcam S.p.A. 13.40%; an "All Others" rate of 15.95%; and a 44.86% rate applied to certain non-respondent companies subject to adverse facts available (AFA). These rates are effective April 15, 2026.

German Exporter Duty Rates

Commerce set net countervailable subsidy rates for German exporters of forged steel fluid end blocks: BGH Edelstahl Siegen GmbH 7.10%; Schmiedewerke Groeditz GmbH 7.93%; voestalpine Bohler Group 14.74%; and an "All Others" rate of 7.52%. These rates are part of the final results applicable April 15, 2026.

Indian Exporter Duty Rate

Commerce set the net countervailable subsidy rate for forged steel fluid end blocks from India at 5.92% for Bharat Forge Limited and an "All Others" rate of 5.92%. These rates are part of the final results applicable April 15, 2026.
