Provider Certification and Reporting Requirements
Internet-based TRS providers that seek certification or payment from the Interstate TRS Fund must submit detailed certification applications, annual reports (or certify no changes), and a senior executive must certify annual compliance reports under penalty of perjury. Providers also must obtain prior authorization for planned interruptions, report outages, and give customers at least 30 days' notice if they will stop providing service.
Stronger 911 Location Rules for TRS Users
For internet-based TRS, fixed devices must provide automated dispatchable location to 911; non-fixed devices may fall back to Registered Location or alternative location information, and as a last resort calls may be routed to Emergency Relay Calling Centers. Dispatchable location includes validated street address plus suite or similar detail.
Large Paperwork Burden and Costs
The FCC estimates the current information collection under OMB Control No. 3060-1089 affects 165,408 respondents and 1,764,771 responses, with time per response ranging from 0.05 hours (3 minutes) to 300 hours. The FCC estimates a total annual burden of 282,770 hours and an annual cost burden of $279,363.
Expanded Data-Breach Reporting for TRS Providers
The FCC expanded the definition of 'breach' and amended TRS CPNI notification rules so TRS providers must report certain data breaches to the Commission and, in some cases, to the U.S. Secret Service and the FBI under the updated reporting requirements.
Permanent At-Home Call Handling with Oversight
The FCC made the Video Relay Service at-home call handling pilot permanent, allowing communications assistants to work from home, but requires providers to apply for certification for remote handling and meet monitoring, oversight, and reporting requirements to protect privacy and prevent waste, fraud, and abuse.
