Appeals Have Very Large Time Burden

If you appeal a State CMP objection to the Secretary of Commerce, NOAA estimates each appeal will take about 210 hours to prepare. Appeals are required only when a non-Federal applicant seeks an override of a State objection to a Federal license, permit, OCS plan, or federal financial assistance.

Paperwork Requirements Continue Unchanged

NOAA is extending the current information collection under OMB Control Number 0648-0411 with no changes to the paperwork requirements. The extension covers submissions required by the Coastal Zone Management Act federal consistency rules and keeps the same submission methods and requirements as before.

Estimated Annual Burden and Low Dollar Cost

NOAA estimates 2,334 respondents with a total annual burden of 35,799 hours and an estimated total annual public cost of $37 for recordkeeping and reporting. Time-per-response estimates include 8 hours for applications and certification letters and other categories ranging from 1 hour to 210 hours.
