U.S. persons barred from dealing

On April 30, 2026, the Treasury blocked all property and interests in property subject to U.S. jurisdiction of Joseph Kabange Kabila. U.S. persons are generally prohibited from engaging in transactions with him, so Americans and U.S. businesses must not send money to, transfer assets to, or otherwise do business with him or property covered by U.S. jurisdiction.
