Price and Rule Changes for Major Mail Services

The Postal Service filed these planned rate and classification changes on April 30, 2026, and says they are intended to take effect by mid-July 2026 (or sooner if approved); the Postal Regulatory Commission opened Docket No. CP2026-7 and invites public comment by May 14, 2026.

New Government-Only Rate Card (GRC)

The Postal Service is establishing a Government Rate Card (GRC) of non-published rates available only to federal, state, or local government entities that use approved postal payment methods for Priority Mail Express, Priority Mail, and USPS Ground Advantage. The Postal Service filed Governors' Decision No. 19-1 and supporting materials with the Commission; the GRC is described as a set of "Other Non-Published Competitive Rates."
