A severe winter storm began January 23, 2026, and the President declared an emergency for Arkansas on January 24, 2026. FEMA is authorized to provide emergency protective measures (Category B), limited to direct Federal assistance under the Public Assistance program, for all 75 counties in Arkansas.

Federal Share Set at 75% of Eligible Costs

Under the Stafford Act declaration issued January 24, 2026, any Federal funds provided for Public Assistance will be limited to 75 percent of total eligible costs. This means the federal government will pay up to 75% of eligible emergency protective costs, with the remainder to be covered by state, local, or other sources.
