Triplicate Filing for Plastic Explosives Dropped

Starting June 5, 2026, ATF removes the requirement that importers attach three copies of the written attestation to a Form 6, part I application when importing plastic explosives. ATF says this cuts a small paperwork burden (printing/signing duplicate copies) and expects the benefits to be primarily qualitative and de minimis; ATF also notes there were 55 Form 6 applications for explosive items over the past three years (about 18 per year).

Attestation Requirement Still Stands

ATF is not removing the required written attestation itself — importers must still attach the statement executed under penalty of perjury to a Form 6, part I application for plastic explosives; only the instruction to have it "prepared in triplicate" is removed effective June 5, 2026. In short, you no longer need to file three copies, but you must still provide the attestation once with the application.
